Ruby Tec-tac-toe Web Application

I am looking for a full stack Ruby developer to create a tic-tac-toe web application (website).

- I have the essential backend code of the game (attached).

-It should be characterized by attractive design. (A sketch & a simple front-end code attached to start with)

-It should be responsive.

- It should have at least the following features:

*playing with the device or against someone else.

*Insert your name(s) and select X or O.

*When playing with the computer, it should be an unbeatable game.

*When the game over, a message appears to show the result, with two buttons (back, Re-start)

-Can be played online on two devices (preferable).

-Host the game on Heroku.

-- Submitting the code for me and don't publish it in somewhere else and hosting it on Heroku by 2 of March.

-- The budget is $80
