Hi, I'm GIS Developer and have past experience of working with GIS companies. You need road network to calculate the shortest path. Without that you won't be able to do that. You will have to use some APIs for this. Either Google maps or Mapbox or have to check some open source which will come with less accuracy. Let me know when you wish to discuss this.
