convert code to Servlet Filter

[login to view URL](); ======================================= REQUIREMENT FOR THIS PROJECT: I want the css-optimizer to be extended to work as a Servlet Filter, so that it can be used in a Tomcat application without writing any code: the user will only have to update the [login to view URL] file to specify keepClassName and keepTagName parameter.
