Help with Internet Marketing

We are planning to launch a new web site / web portal where UK-based property sourcers (sourcing agents) can present (advertise) their projects to potential investors. Sourcing agents are different from estate agents, in the sense that they find and negotiate the best possible deal on behalf of a potential buyer/investor, they research the rental market and may also provide an estmate of any needed refurbishment costs for the property. All this work and preparation is "packaged" and offered to UK-based and/or foreign/overseas investors for a fee. This is often call "armchair investing", e.g. most of the work in finding investments opportunities is done by someone else than the investor him/herself.
The success of the portal will be dependent of quickly establishing a critical number of both types of users: 1) Sourcing agents and 2) Investors. There are a number of ways to find both groups, and we would like to prepare a marketing plan prior to the launch.
The right person will have at least some knowledge of the UK real estate market, and familiar with GoogleAds, Facebook advertising, MeetUp groups, and direct marketing (email), and basically knowing the best ways to generate users for this web site. We are also considering doing a promotional video to help the marketing.
Project will have 2 phases
1) I want to make the marketing plan ready, and
2) performing the actual marketing once the site in online
I would like to see a draft / rough plan for the main activites, and then work on details. Must include plan for both sourcing agents and investors (both user groups)
