I would like to hire an Artist

I am abut to publish a book. I need a book cover (e-book and real book). The title is "Dreaming on an Arabian Carpet." Subtitle is "A Sojourn for Belonging." The author's name is "Igor Martek." The main requirement is that the cover is NOT a photo, but rather a sketch, drawing, lithograph, painting, or other artistic representation. The cover should contain the image of a slender (short-haired ) woman - perhaps in the middle ground. She is standing in a sun-drenched street, in summer, in Tripoli, Libya. She is wearing a full length crimson one-piece sun frock, and a sunbonnet. She may be eating an ice-cream, or maybe looking at a bus timetable, or over her shoulder to the viewer. The body of the image is the empty, exotic streetscape of Libya. The architecture, palm trees, neoclassical arcades lining the street and Ottoman fort in the background should evoke Arab orientalism. Mostly, the mood should be surreal, dreamy, exotic, and erotic. Possibly the image should be ink, pen, or charcoal, with only her dress colored in crimson. But full color is okay. Here is the script in the text describing the scene. "Ricky admired Breeze's gestures as she amused herself trying to read the Arabic script of the bus timetable. She was wearing black, flat-heeled shoes, a broad sunbonnet, and the crimson dress she owned when they first met. Breeze was the only thing moving within the visual frame of the sundrenched road and the shadowed arcade. SHE WAS LIKE A CARTOON ANIMATION, LOVINGLY SATURATED IN COLOR AND DETAIL, SET AGAINST THE PENCIL OUTLINES OF A STORYBOARD BACKGROUND. And her face is heart-shaped, with a small chin. Her eyes are large, and her hair short, parted in the middle but coming to sharps points against her chin.
