Create a RAILS RESTful web services API for use with iOS

We want you to build a simple, secure RESTful web service which can be used on the web and iOS.
1. Create a RAILS RESTful web services API to support user registration and login (include typical features, e.g. create account, authenticate, password reminder etc.)
2. Create the database to store these credentials (MySQL or Postgres)
3. Create a one page iOS App (iPad and iPhone compatible) to demonstrate the service
Security:
The REST API must be secure, it will run over HTTPS once deployed, however please introduce OAUTH or a similar mechanism.
FYI:
- Automated bids are ignored
- Bids over the budget are ignored
- Replies demonstrating an understanding are shortlisted
- Provide examples of a similar functionality or a prototype in any format and you'll be shortlisted
Completion of this project will lead to a second project to expand the API.
