Customize/manipulate a simple wordpress website/theme

This should be a quick and simple project for someone who has the skills. I'm building a simple one-page (for now) Wordpress website to support my new book, "Z9 City.' I'm using the Agama Blue (free) theme in an unconventional way (making the header much larger) and need someone to manipulate the html, css, and theme settings to make it do what I want it to do.
The main issue now is when I click on a blog post icon below the header, the page refreshes and jumps to the top and I have to scroll back down to read the post. I don't want it to do that. I want it to stay where it is. Stuff like that. And some font changes and little adjustments. You'll have to build a Child theme so I won't lose these changes when I upgrade.
Can I post the website here? Do they allow that? I'll try. Hope I'm not breaking any rules. http://z9city.com.
Would like to get this done in the coming week but it's not a rush job. The main thing I insist on is good communication and involvement. Just let me know what you're doing and when you're planning to do it.
