Convert Illustrator file to animated / gesture mobile app

Hi I have the possibility to be hired by a local company to develop a mobile app (as a test case, they have 5 other apps in their pipeline. Now I received from the client the designs in Illustrator. There are some gestures and changes in the design when a certain gesture has been done. In attachment I gave the overview of these gestures. The whole backend part I can do, display what is needed (the information will come from bluetooth, so I have to write services to get that information, but that isn't a problem as I did this before in Ionic. The thing where I haven't the knowledge for is the frontend. How to convert the files in Illustrator to working code. So I am looking for someone that could do this. Only convert the graphical part, so that it is nice on mobile phone / tablet in landscape. As I use ionic for the further development, its best in angular, but if jquery is better, feel free.
