By the Project Description I couldn't get the details including the content and so couldn't recommend better planning with Timing and Pricing and couldn't propose any enhancements as well. We can use Foundation frontend framework for responsive development or even use Bootstrap. Custom would require lot of time and enhancements. You will get a polish and pixel perfect design.
