Wordpress Plugin for School Site

Create a workflow between different usertypes based on forms. User 1 (usertype A: Teacher): Fills in 80% of a form (remaining 20% are hidden) and system passes form on to User 2 (usertype B) automatically. User 2 (usertype B: Assistant) fills out another 10% of the form (remaining 10% are hidden), selects one user (User 3) from Dropdown List that belongs to usertype A and is marked with a tag "Tutor" and is available at the selected day, time and location (school). Systems sends form automatically to User 3 (usertype A: Teacher, Tag: Tutor) User 3 (usertype A: Teacher, Tag: Tutor): Fills out remaining 10% of the form and saves the final form in the system. Additional adjustments required besides the programming of this workflow: - usertype C - Coordinator: has access to all saved form through all stages and after final saving - usertype C - Coordinator: can download information (list of all forms) as CSV - usertype C - Coordinator: is managing user list of usertype A (Teachers) and tags. Can delete or temporarily disable access to site for usertype A (e.g. when a teacher does not continue to teach) - usertype A: Teacher, Tag: Tutor - is providing weekdays, worktimes and locations (different schools) when/where he/she is available for tutoring. The systems lists in the second form only Tutors who are available at the day and time selected in form 2. Solution is required as a plugin that can be installed and uninstalled on different school sites. Preferably compatible and based on Wordpress Plugin "Participant Database".
