Web Multi Platform Game

I’m looking for a well-rounded individual that can help make a demo pc board game. This person must be able to: 1. Design buildings in a 2D or 3D City 2. Design 2 different types of human characters 3. Design 2 different types inter acting automobiles 4. Design 2 interior room designs 5. Be able to make in game pop ups 6. Design 3 interacting icons 7. Be able to make game triggers from actions in game 8. Be able to calculate math ratios for player outcome. 9. Be able to understand how to follow my player ranking formula. If you have your own formula that works. This is fine also, but it must give same results. 10. There is 15% animation in this game. Player movement, random cars on street with characters walking around. No shooting or physics any sort. 11. Player characters are not cartoonish or pixelated. Ideal person should have background in: Concept Artists Graphic Designer Programming I have attached .jpg pics to describe the city, character and interior. Game play is a mixture between: 1. Business Tycoon Online 2. Any Monopoly pc board game 3. Any Sports Management game Budget will be discussed with the right person. Payment for this project is escrowed through website and no payments of any kind before demo is completed.
