Create a Photoshop Template for UK Newspaper (Daily Express)

I require a fake newspaper as a prop for a film project. I am basing this on the UK newspaper called The Daily Express. This template is Tabloid ( 280 x 430 mm (11.0" x 16.9") and placeholders for the template are attached in a .png file. Please mock up a template as close to this image as possible.
