Update an existing website with new look and content with SEO -- 2

Hello all coders and Marketing Gurus, I need to update this website. www.smartersolutions.net. all the same Navigation Items must exist. All content is old but valid you need to write new and updated bios and updated descriptions. you will also need to do a SEO to get the site ranking higher. The logo will remain the same and the colors need to follow the same scheme/tone This site needs to be done in HTML or asp, not PHP, This will run on an IIS server. I want to make sure this is going to be a responsive design. That is very important and a main requirement. and by responsive i am talking about the browser UI. Weather the user is on a iphone, ipad, tablet, or computer.... the deign needs to work: for example:[login to view URL] You Will need to create additional pages and rework some of the existing to maximize SEO and Responsive design.
