I am a native English speaker living in Oregon (I created this account while in Canada, and can't change my country flag) Normally I would do what you need for around $100 USD, but your project budget prevents me from bidding lower. If you'd like, I can certainly do this for $250.. but I'd feel guilty about it. Instead, I propose you cancel this project and create another with a more realistic budget. I can keep an eye out for it but you could also invite me to bid on it. Unless your site has MANY MANY images, this project should not take long, and should not be THAT expensive.
