Background design in illustrator from photo

I need a background image designed in Illustrator (watercolor brushes?) based on a .JPG photo that I have.
It does not have to be 100% accurate & you are encouraged to be creative - I am just looking for a nice design based around this image.
The finished image needs to be approximately width: 154 x height: 111mm at least 300dpi resolution and in .BMP format and as a Vector image if possible.
I have included a photo PLEASE NOTE - I do not require the stitching detail as seen in the photo - just something close to the background design / pattern.
