Active Directory promote a Backup Domain Controller to the Primary Domain Controller

Hi. The Primary Domain Controller (2008 R2) is down. but the Backup Domain Controller (2016 Server) is on line I´m a new server but can´t promove to a server; show a requisites error (need a MASTER domain). I need promote the backup server to primary.
