Create an Online Database

I require an ONLINE database to be developed using data to be provided in an excel spreadsheet. The excel spreadsheet has ~205,000 rows and ~30 columns. The database must be able to quickly interrogate the whole dataset. If it is sluggish then its not a good solution. The database can be hosted on a Fasthosts server or your own.
To protect the confidential data, I will need you to sign an electronic NDA first of all.
The online database will require the following features:
* Multiple logins (passwords) - upto 1,000 users who will see the same database content
* Click through "I agree to licence terms...etc" when logging on (every time)
* Bespoke interface with logo
* Ability to shortlist a record and show shortlist
* Add to shortlist, Remove from shortlist
* Export shortlist to Excel (pop up box with "I agree to the following terms...")
* Customise fields to display
* Custom list i.e. sort the displayed list by country, company, sector etc.
* Feature to click per record to highlight if details are incorrect. A form will display with all of the fields and the user would insert the correct field. This would be sent as an email to a specified account for a mater user to update
* Include 4 icons on the database page which contain information - these are call scripts and a glossary. This are just simple web pages.
* Log of if a user has downloaded data to excel

Keyword search (across all fields)
Company Name (Keyword) or Company Name (Dropdown)
Contact Type (Keyword) or Company Type (Dropdown)
Contact First Name (Keyword)
Contact Last Name (Keyword)
Contact Job Title (Keyword) or Contact Job Title (Dropdown)
Investment Sector (Keyword) or Investment Sector (Dropdown)
City (Dropdown)
Country (Dropdown)
Contact email (Keyword)
