creating a connection between RFID reader, GPRS and GSM device

I have used RFID before with arduino, for toys development. I used GPRS module to send data every time I requested it. I would like to know if you need this to be done with something different than arduino.

Hi, not can I only make this but I can also make it using cheap MCU stm32 and other standard sensors to give economical product.

I thing use SIM800L(5-6$) for GSM and GPRS, NEO-6M-0-001(8-9$) for GPS, DC_DC converter(0.6$) and RFID RC522 Reader(2-2.5$) or similar.
