Write A SUPER SMALL program to run in Windows 10 Tray

Years and years ago I had someone make me a small program (which I can email you).. (its now out of date..) so Ill explain to the best of my ability what I need it to do:

*Runs in App tray bottom right (on all versions of Win10)

Must be able to run MULTIPLE instances of this (preferably right click and set the # of instances)

*This app will PULL Data from at least TWO different websites of "What is now playing on their stream" (Artist and song title) (Which will be right clickable as to where to get the stream data from) and show it on my screen

*will have about a MAX of ten different locations (Preferably this will be kept in a editable DATA File you will provide me)(kinda the station url where program (aka app) will get its data from.

*Must be select-able as to HOW often to pull the data (aka go out and get the data from website) (like right click or even a MENU)

You can get the ARTIST/SONG NAME out of the STREAM or TRY to pull it from thier website.

Right clickable to change FONT,SIZE and COLOR (You can use windows built in fonts etc)

*App must remember on EXIT or SHUTDOWN the LAST RADIO STATION it was getting its DATAfrom (what station,size,font,color) and how many instances it was last running (probably a max of 2)

*Has a transparent background.

*Must be draggable to whatever screen I want and remember its position on startup from previous session.

Unfortunately I dont know what language you will program this in, so in SKILLS ABOVE I just put C Programming, you can write it in what you want and maybe even have a EDITABLE TXT File I can modify maybe... ?the SKILLS I have picked for this may be wrong ;( C ? JAVA ?

Im really looking for around appx $20-30 USD this website forces me to put $50 ;(
