Convert Voice Yepp .SC4 files to WAV or MP3

I have 12 files recorded in late 2003 using a Samsung Voice YEPP. They are in .SC4 format, which was proprietary to the YEPP. I need to have these converted to a format modern computers or audio players can read, such as WAV, MP3, etc. Sample file attached.

This is NOT a project between $200 and $700 -- this is a project UNDER $35.
