Build me a game of 19 program in x86 TASM

The game of 19 program is basically a game where a 4 by 5 grid is displayed containing the numbers 1 - 19. The numbers will be out of order but there is one box empty. The player can then move around the boxes by shifting them around in order to get them in order. The board would need to be in color with linedraw chars. A displayable grid will be accepted but the goal is for the game to work completely.
