Require a programmer to edit my existing website. Only edit/add in 2 features.

1) Admin able to highlight latest news item.
2) Admin able to upload images (browse..upload) insted of typing url in the content editor.
Successful bidder will have access to my webserver to do the programming.
This job has very very low budget but very urgent. Payment upon completion, thru GAF / paypal.
