I need a C++ / php programmer to extract file information

I am looking for someone who can read a [url removed, login to view] file like this program does ([url removed, login to view]) for this hue file ([url removed, login to view]) , in this program i can choose to view and edit different hues from the mul. I need to do 2 things with this .MUL file. #1 I need to get a parse-able text file built with index number and rgb color matching it. #2 I need to make a php image script that will build the correct image over a gray one using rgb and hue variable, so that they match the same.

1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Employer will receive exclusive and complete copyrights to all work purchased. (No 3rd party components unless all copyright ramifications are explained AND AGREED TO by the employer on the site per the worker's Worker Legal Agreement).

windows xp (huemanager doesnt work in vista)
