build me an android mobile application for linking shops with ware houses

we have a big group of small shops(200 to 2000 shops) that sell items supplied by a group of warehouses(20 to 100) trading over 4000 items with price list changes almost every day and we need to build a nice application for our small shops to compare prices and search for cheapest and nearest ware houses to supply them and we need our customers order and pay online by paypal or vodafone cash then we send them the order by delivery companies automatically 1-we need an elite android app for small shops for comparing,searching,ordering,payment and follow up on the order ,it shall have registration and location sharing ,shops must be able to compare warehouses by price,place,favorites with place for new offers and ads plus neccessary notifications to follow up on ordering ...etc 2- we need an android/desktop app for our warehouses to send their price list to shops and to receive orders ,modify coming orders (kind of bidding) then validate shops order and send back to shops and to our customer service ,app must detect location of the ware house and have registration form plus necessary notifcation for new orders and order tracking 3- we need a control panel for program monitoring and new order management for the whole system for our customer service center to follow up and track the orders and troubleshoot problems if any plus database management for shops,warehouses and orders database 4- we need an operation service for 2 to 3 months after delivery of the application with full support to the application and change requests 10 to 15 per day during operation program must be scalable and attractive ,back end preferred to be in python supported environment but not a must (other back end solutions with cheaper price and higher stability is ok for us),and must support arabic and english ,also we need to have clear expalantion for coding ,delivery and testing will be done together
