Our project :
Background - We currently use android cell phones to collect data via bluetooth barcode scanners , powered by Chrome browser and Javascript.
The user starts by launching a browser that goes to a website where they enter logon info and are then sent to another url. THat page has the Javascript that powers the app.
If there is a current wifi connection when the data is scanned in then the application writes to a remote database via a simple URL call that includes the data as parameters. If not connected it writes the data to localstorage which is then retrieved and sent via the same mechanism when it is connected.
That program works fine.
We use a small 'almost kiosk to limit users options

Problem - OUR kiosk is not full screen and does not lock the user from swiping down from the top (action bar?) or using the back home buttons. (the latter two being less of an issue because the Kiosk program does take thm back to the Chrome browser icon which is the only button they can then push.

Desired solution - Given the nature of the problem, we THINK we want a phonegap app that gives us full screen but calls the first website VIA Chrome browser and allows it to redirect to the second and yet maintains full screen and locks out that top android menu.
It would prevent user from hitting action bar and , if possible, the back and home.
We would maintain control of the app by simply changing the html files on the remote server and not having to rebundle with phonegap on the androids.
We also need a method to 'escape' kiosk mode.

Time Frame and budget : Our current solution is in uses - with the limits mentioned. We are eager to fix - We don't have a specific budget , but do not expect anything for free - including advise on COTS solutions that would already do what we need,
