Create HD Streaming Website + Payment Gateway

Hi, for your description we dont know exactly what to offer, but my estimate includes upload videos system in PHP/mysql, CSS, JQuery. When videos are uploaded they remain in queue till crontab runs the script that recode them. In that instance, videos are ok to be watched. Broadcast system is with Flash (unless youd like to use another technology) and it could be perflectle adjusted to your needs. The payment Gateway can create accounts or whatever is needed. We would like to know if we have to install all this in an existing system or we have to create the website too. Payment Gateway is on PHP, JQuery, CSS and for comunicate through APIS of your payment processor for make the credit card operations.
