Chinese soccer website: Drupal developer needed

OK, strike two. We have tried two freelancers who claim they can help us, but have proven incompetent. I'm asking for an experienced DRUPAL developer who can help me complete my soccer website (in Chinese). Let me stress again, we are using Drupal in the web development CMS so anyone bidding, please let me know your experience in this area. We will not entertain anyone without Drupal experience.
We have three sections to complete. One has designs completed already, two do not, but we have ideas. Thus, I would need the first part completed in no more than 6 days. The second and third sections in 10 days. The last two sections will require design, but we already have templates, so it should be relatively straightforward.
Given this background, please contact us if you can help us develop these additional sections. As I have wasted some money and lots of time already, my budget is $500. You can of course develop in English and we would let you know where the Chinese equivalents will go. We will of course provide all copy and images.
