Data analysis and report creation

Software to run on XP, Vista, Win7. Takes a single data file containing time series data of Vehicle Speed and RPM. Data file can be up to 512kb, and is binary format.

Analyses and produces a report with the same metrics as the attached example.

The actual graphic design of the report will be changed before the project starts.

Contractor to propose a programming language in their bid.

Update: - This is a standalone PC project, not web or client-server. It may be useful in the future to have the results stored in a database, but this is not necessary in the project described.

Can all bidders please indicate how they would calculate the required metrics in the report. I already know how to do this, but I need to see that you understand the project.
