I need a technician/programmer to help me fix an error I keep getting when I try to go to a website

I need a technician/ programmer to help me fix an error that my computers in the house keep giving me every time I try to go to ebay website. this is the error below. I have contacted my networker provider, they say its not them, I have contacted ebay, they say its not them either and my IP address has not being black listed or blocked either, I dont know what it is. I researched the error and it is known to be caused by kaspersky anti virus, but I have deleted the kaspersky anti-virus on my computer and still getting the error message. and this error message occurs when I use different browsers and different computers in the house, it also occurs when I do not use a router and just use a local moderm. but when I am not home and in a different location I can surf eBay website freely without a problem I don't know what to do again, let me know if anyone can resolve this problem.
