Choice Voice site build/mods

Hi there - I've managed to build a small website [login to view URL] but as I built it with Publisher (I know, don't tell me) it has limited functionality. I now want to take it to the next level and that involves YOU. I need your quote to rebuild the site using existing content and add an embedded MP3 player to several pages, facility for subscribers to receive usernames/passwords, ability for subscribers to upload a single image and audio as well as edit their profiles. I also need a search function and for a random profile to appear on the homepage. I am interested in any other thoughts you may have to make the site cleaner and more user-friendly. (I also need a button for random links added to one page). Give me an idea of cost and time-frame. [removed] I can supplu existing .html files or .pub files.
