Build a Content Based Image Retrieval (CBIR) website like Google Image Reverse

I dont care if you are a graphic designer, or frontend web designer. Those should be already assumed. I will ignore all copy and pasted responses. If you want a chance at winning a bid, describe to me in detail (explaining what languages, what database systems) what you would use to handle scraping the images and putting them in to a database to be reverse image searched against? I want to know how you are going to handle the data mining, web scraping, data scraping, and databases. What will you use for the CBIR? You should understand the following to some degree (the foundation of CBIR) Simple euclidean distance (Normalized) Cross Correlation Histogram comparison Detectors of salient points/areas If you only design websites, please do not submit a bid. I need someone that can develop the backend scraping system. I need a website that works exactly like [login to view URL], but for voat.co. It should: Scrape all voat subverses, collect images and then allow for reverse look ups of those images. It must be scalable, and handle future increases in user activity and requests. Eventually I will rehire again for creation of a integrated browser extension. Speaking extremely fluent English is a must.
