I have worked for over 10 years on several ongoing ASP based projects of significant complexity, and have over 20 years web development experience. Using responsive frameworks, we have rebuilt several sites recently. I have estimated a week since I do not know the size and scale of your site. It is possible it would be done more quickly! This sounds like an ideal combination of our strongest skillsets. We would need to agree on how you'd prefer to be responsive (moving to a framework vs rewriting CSS) and see what elements would be challenging (how much of your site is data tables, for example).
