Cut a PSD and create a website

Hello bidders, I need a good programmer to cut a given PSD and create a full website with it. It has to be full CSS (no tables) and compatible with both, IE and Firefox through a javascript or whatever is best now.
The website is very simple (between 3 to 5 pages). Keep in mind that you have to integrate some Ajax for one form and nice touches.
You have to be creative, and also you may need to modify the PSD if something doesn’t fit well, so design skills would be a must.
If you speak Spanish and English, you have more chance of winning it.
Do NOT send me your portfolio unless it is under your own domain/ I won’t look at it and you will be disregarded.
Payment: Escrow 50% when we start, completion when I see first draft. Final payment when you deliver the final debugged document/script. Bonus at my discretion, usually 20% on top of the total payment and is based on good communication, promptness and quality.
