Convert HTML/PSD into a Weebly Theme

I have a website in HTML which I need converted into a Weebly Template. I also have the original PSD file available.
If it helps, I can give you access to my Weebly account to facilitate the installation/testing.
There are only 2 types of pages: homepage (index) and inner pages. The homepage will look like this: [url removed, login to view] and here is a sample of the inner pages: [url removed, login to view]
