Clean CSS Header and Footer [Sample Inside]

Hello, Please review my feedback and see I've been on GAF for over 2+ years with many successful projects. I pay on time using GAF or Paypal. Please bid only if you have good feedback and are SERIOUS about the project. Here's the requirements from you: 1)Serious and know what your doing in regards to CSS and design. 2)Communication - Have some type of messenger (aol/yahoo/msn etc)and come online daily. 3) Have a server to host your work. I do not want to host any of your work till project is complete. You keep all code and work on your server to ensure it will not be stolen. Project: Make a header and footer like the site below: [login to view URL] Budget: $150 Max! + Small Bonus Requirements: 1) Make clean and clear layout like the example. Use the same tab system and 2 column approch on pages that are not the index. 2) Make the tabs have drop downs. 3) Complete in 2 days. It's a SMALL project. Shouldn't take more than 10 hours to create. I'll handle all the coding =) Don't worry about php coding as I'll handle that part. Just put in mock data so I can see how it will look.
