Advertising - Mortgage Website

I am looking for someone to help me design a logo and website for a new mortgage advertising website I am launching. I have some ideas as follows, but definitely am open to input as to functionality of the site. I would like the sign up/advertising to be completely automated. It will be a site based in the US, and will be for mortgage professionals to advertise their services in their area. At some point I will need some assistance with link building and search engine rankings, so if you have those skills as well, you will definitely get preference on this job as I will want to use the same person for helping grow the site and future jobs. Basics are, will be an advertising site for mortgage industry professionals to advertise on a website for consumers looking for loans (purchases, refinance, loan modifications etc.) they will be able to browse by their area (state, then county) for a loan professional (main page to have US map and they can drill down to state, then county). However their will be a state page, and county page, that will hopefully later on get some page rankings on it's own if someone searches for say Atlanta Home Loans. Individual page headings/descriptions etc should be area specific. When the consumer gets to that page there will be ONE ad showing, based on a rotation of up to 5 different advertisers. Consumer will be provided with contact info of mortgage professional, and a link to their website as well as a way to contact them through a form on our website (which will also cc a generic email address within our company so we can see activity). I would like my site to have the option to track and preferably report page/ad clicks etc to me and the advertiser weekly and/or just show it when they log into the site under their profile. There will need to be some mortgage related content pages as well (blogs pages, articles etc. for future use.) as well as some info about how the advertising works, terms conditions etc. The main page, and the side panels of the state/county pages will have advertising space for larger advertisers. (insurance needs, closing attorneys, realtors etc etc. that are not in direct competition with the mortgage advertiser on the site). During setup person will choose industry and if it's a mortgage company they are only allowed to advertise in a specific area.. All others can advertise in side panels or on top of pages etc. and they can choose, advertise on main page, state page, county page or all of the above etc. The more they choose the greater the discount. When a potential advertiser is on the site, there should be an "advertise" link on all pages and on some random ad's, the ad should say "have your ad here also as low as $[login to view URL] per month" type of comment, then they can click on it, choose where they want their ad, sign up, pay, put in their contact info, a picture etc, link to their site all without manual intervention on our end, and I should be notified we have received payment and a new advertiser, and they will receive welcome email etc. I will want them to have the option to advertise in different # of areas, different contract lengths etc and the price will vary based on their option. (for instance a loan officer in one county may cost $10 per month, but in 5 counties may only cost $30 per month, and a large national firm could be on all pages for $500 per month, as an example, or they can choose an annual price that gives a greater discount, and they can choose this during setup) We can run it through our paypal account, as they do recurring fees, if that is easy, it does not matter to me though if you have another option for collecting fees. Again this is just a template of the idea, I definitely need some assistance with the design portion and functionality of it. I want it USER FRIENDLY for both advertisers and consumers. I like easy to find and easy to use sites. Keep in mind future search engine marketing etc, definitely want it designed with ability for adding lots of content later! Please respond with questions.
