Backlinks required

How many permanent PR3+ backlinks can you provide for $100? Restrictions below: 1.PR3+ 2. Links must be permanent one way static html links with the anchor text of our choosing . 3. The link page indexed with PR3 or higher by Google, no redirects, javascript links, hidden links, or other unethical tactics. 4. Link page must be search engine friendly. (static page) ie no redirects, cloaking, etc. Page must not be dis-allowed by [login to view URL] 5. Link pages must be cached by Google and Yahoo 6. IMPORTANT, I don't want any of these : - NO link farms, link-exchange programs, NO BLOGS, NO FFAs, no banned sites by Google, NO ILLEGAL/SCAM/SPAM sites, No adult sites, no classifieds or pharmacy or stocks or mortgage, gaming, forums, web directories, political, guestbooks, dynamic links black hat links 7. The linking page must have no more than 20 outbound links. 8. One link per domain, all from different IP addresses. 9. 100% English language web sites only. 10. All links must be static, standard href type links (no cgi etc.) and direct using provided anchor text. 11. We reserve the right to cancel any link if not found suitable. 12. One way non-reciprocal links. 13. No link exchanges. 14. Links must be permanent, active and NEVER expire. Payment will be made upon my receipt of a listing of the active links with URL, PR and IP address. At least 50% of links must be complete within 7 days and 100% within 14 days -- your report must show this at the 7 and 14 day point.
