Single screen login message in Visual Studio Basic Express 2010

Need to replicate a current single screen login message reading a txt file in VS Basic 2010 Express. We have lost the original VB 6 code for the current screen and want to replicate it with new source code. Current login message screen snapshot is attached to see the desired output as is the txt file that we use to post new text for the user. We might want to tweak the screen later so we will need the source code not just the exe. Very simple !
