A Tool is needed, which replaces specific characters (mostly control characters from 01 to 1F) in a CSV file.
Input:
CSV file - It must be possible to pick a CSV file. The CSV file is semicolon (;) separated, and if a value contains spaces or specific characters, that value is embedded in quotes ("..."). (CSV standard)
Processing (in this order):
1. If a field contains a leading equal character (=), that character must be removed. Equal characters within the field must be left intact.
2. CRLF ($0D$0A) must be replaced with {Space}//{Space} ($20//$20) anywhere within the field.
3. TAB ($09) must be replaced with {Space}{Space}{Space}{Space} ($20$20$20$20) anywhere within the field.
4. Any control character from $01 to $1F must be removed without replacement.
Output: The corrected CSV file with a "_cleaned" extension in the filename.

Disclaimer: The code must be fully tested before the job is delivered. I will only go through a single test cycle and specify a maximum of two bugs during that cycle, and I will not find bugs and correct the function myself. You agree that you will lose arbitration in case you deliver a function that is not working as specified on the second delivery. In other words, please test your code thoroughly before you deliver and do not rely that it will work.
