CSV Table Row to AutoCAD Block

I have a spreadsheet ([url removed, login to view]) that has four columns of data (PST, GRD, TOP, DESCRIPTION). The goal of this project is to program a way to display all of this data in AutoCAD 2013 (see acadpic2) as text inside of blocks. The AutoCAD .dwg will contain a grid of blocks with each block's contents matching each row in the csv table. A good start might be to look here: [url removed, login to view] .
