Adding Multi-lingual support to a .Net 2008 App

We have a .Net 2008 project that needs multi-lingual support added. We have a excel spread sheet with English text (used on the buttons, text boxes, messageboxes, ect.) in one column and three more languages, Spanish, German and French (I think) in the other three columns. There are 70 individual translations. We need a project that implements multi-lingual support, on the fly, by text box selection of the proper language. We need this done the ".Net Way". In other words, the way Microsoft recommends implementing multi-lingual support. Please elaborate in your bid what methodology you propose using. Once the bid is accepted, we will supply the full .net solution along with the Excel spreadsheet with the translations. In the "Advanced Settings" page we want a set of radio buttons that allows the user to select the default language and implements the language change immediately. Please store the default language in mysetttings and make persistent between program sessions.
