C# .net small database application

I need a small application that does as follows: 1- App should be an exe that runs silently on the pc at all times as a background task (visible only as a small taskbar icon). 2- App will connect to a single sql 2005 database (put the connection attributes in the code of the exe and I will modify it to my database). 3- the application will have these conditions: a) IF the topmost active window name is ..."whatever" (a form from a different application) THEN continue to the next conditions ELSE do nothing. b) when the user types a string of text and presses the ENTER key, the app should take the text and do the following queries: c) IF TEXT IS IN (select ITEM_NO from ITEMS) Then run a sound file (any sound that file in the folder of the app) d)ELSE IF TEXT IS IN (select ITEM_NO from OTHERITEMS) Then run a different sound file (any other sound that file in the folder of the app)

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):

a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
