Border security

Need a military consultant/researcher to research and draw some policy guide lines to establish security checks at the land and sea sharing border between lowly populated country and a highly populated country with military strength. How can the lowly populated and less military numerical strength country mantains it's border. The researcher will search for border establishments around the world and develop technical guidelines for: 1. Development of encrypted military communication system; 2. Development of electronic boder management system which would also involve military intelligence support system, customs and qurantine checks, military checks, etc... 3. Anyother relevant security advise. Thanks
