Develop QGIS plugin for attribute modifications

The task is to develop a qgis plugin that can consume 2 webservices to set feature attributes on a form. 1. Enables the selection of object type and 3 subtypes from a webservices. On the form user selects type then the subtype1 is populated from webservice. Then user selects subtype1 so that subtype2 can be populated etc. 2. The plugin sends the content of an attribute (e.g. a partial name or ID) to the webservice that gets back the potential candidates that populates the selection box of another attribute with the full name/ID for the user to select. After these selections the user needs to save the contents of the attribute record as normal. I need a configurable solution. I need to be able to define the attribute for the types as well as the partial search in a config file or right in the GUI somewhere. This needs to be discussed. I would be glad to see options for this from bidders. Also please outline your plan to carry this out and information you need to start.
