Automated download and data preparation of ascii MODIS data

Develop an automated program to download ascii data from [url removed, login to view] - clean up data to select only applicable portions, average across pixels, annualize averaged pixels across each year (10 years data) for the following data sets: NDVI, GPP, NPP.

Very minor calculations following data prep. Final product is a table with a single yearly value for each site/year/dataset and a ratio between two of the data sets (there are 1050 sites) as such:

Data are not uniform for each year, some years have more data points than others. Data sets may require error value removal and adjacent value infill where possible.

Program should have a function that allows for easy annual update for all 1052 sites.

Programming types listed below are suggestions only, any functional program will suffice. Program results will be checked carefully for accuracy. Programmer should be capable of explaining methods used.
