Develop a simple Perl program as the handler for a simple form

You will develop a Perl program as the handler for a form that will be located in the same directory (your public_html) and will be called via a browser. The form is the file named [login to view URL] which will be provided and should not be edited in any way. Place the [login to view URL] and the [login to view URL] files (will provide) in your public_html directory. The handler that you will create must be named perlhandler.cgi.
