CGI MySQL update script for 3DES

I am running FreeBSD 4.1 and Apache. I have a MySql database inside Apache. I have a client / server program that attaches user specific tags to a file name and then encrypts these files with a shared key to 3DES and then batch uploads files to a folder on our server outside Apache. I need a developer for a cgi script that will implement the bdes program installed on our server. The script will need to recognize the file tags installed by the original program and then update a MySQL file log in Apache with certain parameters (time of delivery/ip address/etc). The program will need to recognize fields inside the MySQL database and then copy and rename the 3DES file with new fields from MySQL into a new folder on the server (outside Apache).
