For this exercise, a php and cron job, which calls on the php periodically, will need to be prepared. The code for each will need to need to:
1. Download separate data files (5) from potentially different website.
2. Check that the downloaded files are of the same size from any previous version.
3a. If the file is a dataset that can be popualted into a mysql database, create (if the database is not yet available), and populate the database with information.
3b. If the file is a dataset that cannot be populated into a mysql database, copy old file into a backup directory and re-populate original database.
4. If the data file has a related rss feed that indicates the availability of new information, any rss updates shall need to be sent to a designated file.
