Add caching to my [login to view URL] file and make it only show the last 20 items

I need some kind of caching added to my [url removed, login to view] file - Have it so it only checks every 15 minutes
And it currently shows all items I need it to only show the last 20
If there are any other obvious errors in the coding please fix I created this basically from scratch
the only files you should have to update is [url removed, login to view] and templates/starstyle/[url removed, login to view] I have enclosed them
