An event organising site with a grouponlike online payment system

I need a developper to create an event(dining) organising site. The site would have rsvp and full grouponlike payment features (Once we reach a number of rsvp, the users who have applied get automatically charged a la groupon) - I will show you something similar to what I want, and the adjustment that I need to have added to make my site. **Organisers:** Should be able to make people organisers and the organisers should be able to create events from their profiles, not from the backend Organisers should be able to create an event, limit the number of attendees for events. There would be set numbers for guests at an events on the site 10, 11, 20, 21, 30, 31 up to a 151 Organisers should be able to promote their events, by sharing on facebook, hyves, google and hotmail email list etc...
